The Lithonia Lighting Flush Mount Ceiling Fluorescent Brushed Nickel End Wrap Light provides general illumination in residential and light commercial applications. Designed around energy-efficient T8 fluorescent technology, this fixture was built for savings and performance. Light output is approximately equal to seven 50-Watt incandescent bulbs.

Yes, it comes with an electronic ballast installed. You only have to connect the Hot, Neutral, and Ground coming out of the ceiling, the rest is pre-wired.

Answer: 
Yes its an electronic ballast. If you use a motion detector you need one with a relay inside, otherwise the lights will switch on and off - not being useful at all.

No, you cannot buy a replacement ballast of the Energy Pro Model #TKT8-32Wx2 (what is in the fixture now) at Home Depot, and in fact that ballast is no longer made.
The ballast is a non-standard size (1 1/8 W x 9 1/2 L x 1'' tall / high--which is more narrow and shorter than other ballasts for sale at HD). The larger ballasts would require you to drill into the metal ballast cover.

Robertson makes a replacement ballast which appears to be the same size. (ROBERTSON 3P20116 eBallast, Instant Start, NPF, 1 or 2 Lamp F32T8, 120Vac, 60 Hz, Model ISU232T8120 BA). Unfortunately it is not sold at Home Depot but you can search for it to buy. I paid $10 for mine. The wiring is a little different so you would need to follow the diagram or hire an electrician.

installation question - how to install over studs ?

The distance between the mounting holes is 44 1/16. How is it possible to install both sides on 16" studs ? Should I drill a new hole inside the fixture ? There is another hole that makes the distance between mounting holes about 30" - still less than the distance between standard studs.

If the existing holes do not line up with your studs, you can either drill a hole through the metal where your stud is or use a toggle nut.

Look elsewhere for value, otherwise as soon as anything goes wrong (and it will, and soon) then you have to buy an entire new fixture and uninstall and install a new fixture. Junk.

Call me old school but, I thought the T8 tubes would not be as bright as the older T12 tubes in the fixture I was replacing this unit with, I was Wrong. This light is probably 30% brighter than the older one I replaced which had 2 - T12 40 watt tubes. For anyone wondering about the Newer T8 32 watt tubes, be assured they are brighter than the 40 watt T12's, I assure you.
