You can do either. The ballast's input wires are not connected to anything, so you can wire them to a plug-cord, or hard-wire them. The choice is yours. I have 9 of them in my shop and I connected plug-cords to them for easy maintenance.

It comes with no wiring accessories. It can be plug in IF YOU Supply the plug. Just take a wire with a three prong plug attached and install it through a knock-out with a standard knock-out wire clamps.
Otherwise you can hard wire it as if it were a giant electrical box using Romex wire.

No it does not, that would be difficult to imagine on a 4 ft. florescent fixture. It would defeat the purpose of it.

There is no motion detector apparatus included with this. You could get a motion-activated plug switch and put that between the fixture and an outlet which would accomplish what you need. It isn't necessarily advisable with the instant-start T8 bulbs this fixture uses though. They are relatively expensive and frequent switching on/off will shorten their life.

The manufacturer's datasheet for the ballasts in the L232 series shows the input current as 0.5A at 120VAC for 2 x 32W T8 bulbs. On start-up, there is usually a brief current surge, so leave some margin and account for anything else on the circuit.

These lamps use two 32 Watt bulbs giving you a total load of 64 Watts, or 1/2 Amp per fixture.
That means theoretically, you can have up to 40 of these lamps on one 20 Amp breaker.
Of course, that would be cutting it too close. I am sure 30 would be fine, though.

Answer: 
Each fixture pulls approximately .60 amps. If nothing else is on this breaker, you can load up to 80% of the 20 amp breaker. This is code. You could put between 20-25 fixtures. However, we would advise they load to the lower end to account for voltage spikes and surges.

They produce a lot of light, they don't flicker when they come on, and they are pretty cheap to run. They are not pretty, very utilitarian. They were easy to put up and wire.
