The deck plate is optionally installed. It is provided as a separate piece. However, if this faucet is being used to replace an existing faucet, one that has multiple holes cored into the vanity top, then the deck (base) plate must be used to cover these holes.

I can't find out from the description if the faucet comes with the other piece (don't know the name) that goes in the sink and that can keep the water in the sink when pulled down. Thanks

Yes. The tailpiece (the part that is inserted into the drain hole at the bottom of the sink itself) along with the stopper (the part that fits into the tailpiece and keeps the water in the sink), and the tailpiece/stopper operating mechanism (which allows the sink bowl to be filled with water), are included with the faucet. These pieces should be replaced when the new faucet is installed because it is very likely that the old (drain) parts have substantially deteriorated. Also, be aware that the base plate at the bottom of the faucet (as shown in the picture) is provided as a separate piece, therefore the faucet can be installed into either an existing or into a new single hole mount situation, should a 'non-base plate' look be preferred. The base plate 'look' can also be used to cover up a series of holes where an existing faucet, (the set being replaced), was originally installed (with multiple openings cored into the vanity top) to accommodate the ('non-ganged') water supply lines. 1. From beneath the countertop....Mark and disconnect the tie strap that connects the stopper operator bars together. This usually accomplished by squeezing a spring clip at this juncture that is sometimes aided by a slight bending action of the semi-flexible tie strap itself.
2.Unscrew the plastic collar retainer that is found on the backside of the drain neck. This will allow the stopper operator pin to be removed from the drain neck, and thus the stopper can be pulled up and out of the drain. Note also that this type of drain operator is typical to almost all bathroom sink drain installations and in most cases, to get a better sense of the procedures highlighted here, the consumer can find a set of 'installation' instructions on-line.
3. Once the drain is cleared.... put the stopper back into the neck being sure that the 'capture hole' for the stopper operating pin is facing in the right direction (as it was when it was removed).
4. Slide the operating pin into the drain neck being sure that it is fully engaged in the 'capture hole' of the stopper itself.
5. Now a cautionary note concerning these types of 'stopper operators'.... be very careful when reinstalling the plastic collar retainer onto the backside of the drain neck, because these collars are inherently susceptible to becoming cross-threaded, especially since these several components can be somewhat difficult to both access and handle in tight spaces, therefore patience and hand tightening of the retainer collar is the best practice when reinstalling these pieces, as well as when resetting the tie strap.

While its hard to find a quality high arc faucet at a reasonable price, my research led me to the Eva 1-Handle High Arc bathroom faucet and I could not be happier. Most of all, I'm in love with how the chrome gleams! In short, if you are seeking to update your bathroom but don't have the time or money to pursue a full renovation, I highly recommend this faucet! Eva was a straightforward install, although I would have preferred more explanation (in words) on the instructions. For example, when using the cover plate, DO NOT use the "O" rings. The instructions listed 3 options and didn't clearly state this. Otherwise, the install took just over and hour for both the faucet and drain (once I cleared out the old ones). I like the height of the faucet - it really stands above the sink - and the styling is lovely. My only concern is how well it will stand up to our corrosive, hard water. The old Moen faucet had a PVC drain where this is metal so time will tell. July 2, 2013
