Does it take a special tool to loosen the flanges holding the actual grinding wheel in place?

Answer: 
You push and hold the button up top that keeps wheel from turning, then use the special tool to turn (counterclockwise) the nut that holds on the grinding wheel. It's possible to turn grind wheel by hand if it hasn't worked its way to being really tight

Included with the Makita 5 in. High-Power Angle Grinder (9005B) is a wrench (782412-6) keyed to fit the lock nut to remove the grinding wheel.
