Answer: 
Can be used over toilet by removing bucket and using splash guard. Height adjusts considerably. BUT the one I got had the back bar RIVETED instead of screwed on, so it could not be removed except with a drill! The back bar causes the unit to sit too far forward over the toilet bowl. So, make sure you get one that has the back bar UNSCREWABLE or have someone available to remove the rivets with a drill.

Helena - The seat height adjustability is 19.5" up to 23.5" and width and depth of 28.5 x 20.5 . This unit can be used over the toilet by removing the back bar and replacing the bucket with the splash guard, included.

Rated 2.0 out of 5.0 by Toilet seat instalation 1. When placed over the toilet, the back bar had to be removed inorder to get it in position. The removal required hard work including drilling, punching, etc. 2. The seat makes a jumping sound when sat upon. 3. We had to switch out the vertical item to the toilet since the supplied one was to short. July 17, 2016
