Answer:
Woodman,
The only difference is the batteries that the kit comes with. The $100 difference buys you two much larger 3.0 amp hour batteries vs the smaller 1.5 amp hour batteries. I personally prefer the smaller battery because it makes the tool much lighter and like you've noticed is less expensive.

Answer:
The 2650-22 comes with two XC high capacity Red Lithium batteries, whereas the 2650-21 comes with the two standard compact Red Lithium batteries.
High capacity kit will get you more run time and more power, at the expense of a longer charge time (55 minutes vs. 30) and slightly more weight.

CUSTOMER REVIEWS

Rated 4.9 out of 5 by 31 reviewers.
Rated 5.0 out of 5.0 by The APEX of impact drivers I have tried numerous name brand impacts over the past couple years and this driver blows them all away. It may not be as light as some other competing models but this thing feels like a real tool, it is obviously designed for a PRO level user, the power this thing has is unbelievable. Compared to Makita 18v Li-Ion and Dewalt 18v Li-Ion and Dewalt 20v Li-Ion the Milwaukee drives screws and lags and other fasteners much faster and with much less user input. This thing blew away my expectations, I'll be purchasing a M18 Fuel drill bare tool to compliment my new impact. August 9, 2012
Rated 5.0 out of 5.0 by best bang for your buck! Best little 1/4 in I have ever owned. First day I got it I went and bought the 1/4, 3/8, and 1/2 bits, I then put the 1/2 on and took all the lug nuts off of 1 wheel of my 06 silverado. It was like cutting butter with a hot knife. Since it was so easy I just rotated all the tires. I use this every day at work (auto tech) and it has no problems with the power. Use it from taking tires off and doing brake to taking trim parts off and doing window regulators. Best cordless I have owned for the money. I picked it up with the 3 bits for out the door. Rated 5.0 out of 5.0 by Love it! One of the best tools I've purchased. I use it for everything. I have the Milwaukee M18 hammer drill, the M12 drill/driver, but I'm now using this for just about everything. I love that the LED stays on for another 10 seconds when you've released the trigger. Its a big help in low light. The low profile batteries are light in weight and last a reasonable amount of time. They also charge very fast so a fresh battery is never a problem. Very happy with this tool. August 7, 2012
Rated 5.0 out of 5.0 by Fantastic driver I purchased this driver prior to building a stud wall in my garage. the power and size of this unit is perfect. Its light and easy to carry all day but can easily bury screws in wood. It is especially good at getting stubborn old screws out. Battery life and charge time are good and the light is actually a handy feature thought I thought it was dumb at first. Great product like all Milwaukee tools I've owned. Highly recommended. Rated 5.0 out of 5.0 by m18 driver i love this thing, i have the m12 version of this driver that have beaten the day lights out of and it still holds up, but it does not always have the power for everything i do, so i got this for my bigger jobs, all i can tell you is that you would have to be nuts to not like this driver, in fact if you don't like this tool, then you probably should not be using power tools of any kind for any reason. Rated 5.0 out of 5.0 by powerful and adaptable this tool is actually good enough for mechanical work just need to purchase adapters for 1/4 and 3/8 sockets.battery life is amazing for its size ive had mine for almost 3 months it does make life alot easier and it paid for itself immediately.this tool is powerful you have to be careful it will break small bolts.this is one tool you cant live without and the price is reasonable March 24, 2012
Rated 5.0 out of 5.0 by great review for impact driver I just bought the 2650-21 M18 1/4 in. Cordless Hex Impact Driver for $150 which is average in price for an 18v and some 12v for that matter. This milwaukee has nice balence, great power, great battery lasting power, fast recharging. The lite is awesome in brightness and a lite press of the trigger turns it on without turning driver on. Like the flat base for standing driver upright,Didn't like the 12v models that have to be lain on their sides because of the scrawny rounded end batteries.I also like the check the charge feature on the battery packs so you don't have to guess how long you have left on a charge. Not crazy about the hard case, would rather have had a soft case. When I store tools in my van cabinet, a lot more soft cases fit in that hard cases. Overall a quality piece of hardware with li-ion red batteries. Only time will tell if they last and hold their charges the way the ads say they do. December 6, 2011
Rated 4.0 out of 5.0 by Never satisfied First off im never satisfied so this may just sound like whining but anyway I use this for hvac service work and occasional reconstruction. I also bought the rigid x4 impact. That drill doesn't have the power that this one does but it has an easy one handed bit change that is great for when your in attics or lazy haha... Overall I use to be a makita guy everyone at work swears by dewalt but this drill always impresses them.... I will be buying the cordless sawzall and im excited to try the brushless fuel line... Also great customer service!!! February 29, 2012
