John, 3 Pole circuit breakers are most commonly used in 3 Phase load centers. An example of a Siemens 3 Phase load center can be found here: http://www.homedepot.com/p/Siemens-150-Amp-3-Phase-24S-42-Circuit-Main-Breaker-CU-Indoor-Load-Center-P2442B3150CU/203083398 In some rare cases you will see a 3 pole circuit breaker used in a single phase service.
