Yes, you can use the Stanley No. 92 to to either create or clean up rabbets. If you have already use a Stanley No. 78 or similar plane to make the rabbet, they the No. 92 is perfect for cleaning and squaring the joint so long as the shoulder and rabbet are 5/8-inch or less wide/deep.
If you want to make it from scratch using the No. 92 only:

2. Cut the waste out with a carcass, dovetail, or dotzuki saw
3. Clean up the rabbet with the No. 92
If the joint is not a deep rabbet, cut to depth with a saw and use the No. 92 to remove the waste and clean up the rabbet. Read Less

what tool to use to remove material from a 4"x4" treated lumber fence post

I have a gate hanging from a 4"x4" fence post and noticed the post is not level which is causing the gate to dip down. Instead of re-leveling the post and footer, I would rather remove material from the face of the post where the top gate hinge is fastened. I'm not sure if a standard wood plane will work for this?

You can use a jack or fore plane, and there are two types of Jack plane available from the Home Depot if you don't already own a vintage No. 5 or No. 6 plane.

Just be sure to clean it up with a smoothing plane or a block plane afterwards and you will be set. I also recommend getting a plumb bob, straight edge and a bevel gauge to mark up and get an accurate cut on the 4X4.

While a #5 jack or fore plane would probably do what you want it to do, you may want to look first at why the post is not level (I assume you actually mean not PLUMB - as in not vertical). If the post is not secured or set properly to begin with, it'll keep doing the same thing. If the post is beginning to warp/twist/bow, it will continue to do that again as fresh wood is exposed to the elements.

Rated 5.0 out of 5.0 by very high quality shoulder plane I bought this plane online over a year ago from HD, so I've had it a while. It has a decent sharp edge out of the box, which I was a bit surprised at actually. I used it to clean up some rebates on a wood project of mine. It does an awesome job. I had no problems with squareness of the blade nor it's width nor any of the other problems I have read online. I think it's a very high quality tool and I wish stanley offered more of these kind of higher end planes. Although it's not a cheap plane per se I highly recommend it. July 8, 2016
Rated 5.0 out of 5.0 by Great Shoulder Plane So I was a bit hesitant purchasing this plane after reading some bad reviews about it. I read in other blogs that when this plane was brought back to existence, there were some flaws in the casting, but those have been rectified and works great. I also believe that almost all the new hand planes are produced in the UK where they still have a large traditional woodworking community. The plane came to me ready to use out of the box. I had just completed cutting some tenons on a saw bench I was making and it made quick work squaring up and cleaning the shoulders. I have now used it to clean up several shoulders on tenons and rabbets that I have cut and have had no problems. I have not even had to sharpen the iron yet. I highly recommend this shoulder plane for the entry or intermediate level woodworker. Works great on shoulders up to 5/8-inch. If you want a larger shoulder plane, I recommend the medium or large shoulder plane from Lie-Nielsen, but this plane is well within everyone's budget and will work on almost any home project.
