can it be using for an outdoor lighting frame? can it stand for extreme whether such as snow and heat?

Withstanding temperatures changes wouldn't be so much of an issue, but constant subjection to sunlight (UV) rays can yellow it over a short amount of time.
With that said, I'd recommend to use the higher quality UV-resistant Lexan by GE. It's more shatter-resistant and durable than any other plexi-glass that we sell.

Answer: 
An 1/8" thick piece cut that size will have a slight bow to it because there is no support in the middle of the cut sheet. If you move to a 1/4" thick sheet you wouldbe fine.
