Answer: 
This electrical PVC cement does not require a primer unlike the solvent weld PVC cement that is used for plumbing to glue PVC waste, drain and vent pipes and their associated PVC fittings.
It is critical that the ambient temperature for storage and usage of this PVC cement be in the range of 40 degree F to 110 degrees F for this PVC cement to cure properly.

Rated 5.0 out of 5.0 by Ideal cement for gluing electrical PVC conduit This PVC cement is designed and ideal for gluing electrical PVC conduit and electrical PVC conduit fittings following the printed manufacturer instructions on the package labeling. The 8 OZ can is a convenient size for a small job. Was able to easily glue 90+ feet of 1" PVC conduit with a dozen PVC conduit fittings together with using less than half of the 8 OZ can. This electrical PVC cement does not require a primer unlike the solvent weld PVC cement that is used for plumbing to glue PVC waste, drain and vent pipes and their associated PVC fittings.
