Voltage at valve is fine, but valve will not turn on.
1 - System is under pressure. Can I do it with water "on"? Or do I have to turn it off at the master?
2- Can I unscrew top of valve and replace inside components? Or do I have to dig a big hole and replace entire unit?

Answer:
You will have to turn off your water to repair or replace the valve. And you most certainly can replace the internals if you have a repair kit. More than likely it might be the electric solenoid part of the valve that is shorted internally, or stuck with debris. The solenoid is an electro magnet that opens a small water port in the valve body to allow main water pressure to flow through the valve.

Ian, I am giving you a couple links that may help with your valve. The first link is on how to replace a sprinkler valve diaphragm: http://www.youtube.com/watch?v=ww2-1yXZaUk. The second link is on how to replace a sprinkler valve solenoid: http://www.youtube.com/watch?v=2QamLhSylec. It would be best to turn the water off at the main when working with the valve. if you have any further questions, please Read More

Rated 2.3 out of 5 by 3 reviewers.
Rated 1.0 out of 5.0 by Failed after Four Days The Orbit name attracted me to this product, but I was quickly disappointed. The valve failed to shut off after 4 days of use. This left the 9 sprinklers serviced by the valve on for over 12 hours. Aside from the increase in water usage, run off from the sprinklers ran into the basement. What a mess! The cause? A pinched diaphram. The screw on cover was over-torqued during manufacture. I expected a higher level of quality control from Orbit. If you buy this valve (or any Orbit valve), I recommend checking the diaphram BEFORE installation. Just because the valve is right out of the box doesn't guarantee performance. July 9, 2011
Rated 1.0 out of 5.0 by Poor Quality Mfg is an understatement! The attraction to this valve is that it has a cheap price. Thinking that this valve is a valve should never have entered my mind. Several of these valves have failed over the past year and blowing the fuse on my controller, hence shutting down my entire irrigation system. I have replaced the valves and even some of the replaced units have had the same problem. Orbit “MAY” make some quality products, but as far as I am concerned the company makes nothing but junk. The amount of time spent on replacing these Orbit valves over the past year is just crazy! I’m going back to using Toro valves. Over the past 15+ yrs of using Toro I have never had one of them fail. The only reason I stopped buying Toro valves is the Home Depot stopped carring the 3/4" Toro Valves. Now I just have to drive a few miles further to a store that carries Toro. September 3, 2012
