The handle moves in an up and down and side to side motion but does not "swivel".

It does not swivel. You could probably turn it a bit on the installation if you wanted to, but that would look just strange.

Answer: 
You probably could complete the install without the deckplate, but it is designed in such a way that it would look...funny without it there. You should plan to use the deckplate, or get a different faucet that is designed differently.

No. I used it on mine because I had a pre drilled vanity top with three holes - The plate covered up the other holes.

I installed this but the flow is too high coming out and splashes all over. How do I reduce the flow coming out of the faucet?

The only way to control the pressure is to control the flow by either the handle on the faucet or the flow from your intake value under the sink. (Turn the on/off valve back a little to satisfy thr pressure you desire)

Not trying to be smart here, but the obvious answer is to adjust the flow with the handle. That may not work so well if you have kids who will just push it on to full. You should be able to adjust the flow by closing the water valve under the sink some. You may also want to check at Home Depot to see if there is a flow restrictor that could be inserted in the supply hoses.

If it is running about that rate, then it could be the installation and the water is hitting a part to the sink that will make it splash.
