I bought the system that has the water filter and the water softener. I bought it to keep my shower heads from clogging up with hard water. It doesnt work for that !! I still have to clean & unclogg my 2 shower heads in the house every 2 months.

It just doesn't work, that's the answer.
Claims never needs maintenance (should be skeptical about that)
It is not a softener in the sense that it does not remove the Calcium and Magnesium in the water that constitutes hardness of the water; usually measured in "gpg" or grains per gallon. Anything above 7 gpg is considered hard.

Answer: 
There is no maintenance or cost to the main tank that is a water de-scaler. It does not soften water, it only conditions water to not deposit scale and in fact will aid removal of existing scale. The pre-filter needs to be changed every 6-9 months. If you want soft water you must use salt or potassium period.

Answer: 
The water filter uses charcoal & filter media. The water softener part is more complicated, go look at Pelican website.

Yes I think so because this system is salt-free & doesn't use extra water like the salted systems.

Yes our salt free system is exempt from the ban. The ban effects any system which discharges chloride into the sewer or water table. Since our salt free system does not discharge chloride it does not fall under the ban.

This Pelican system does not use salt or potassium; only captures the hardness minerals in the media in the tank. It also says it allows some particles to break off and continue through the water system...this is supposed to make those easier to clean off.
But because these particles are still in the water, and while they are less able to cling to surfaces [inside of pipes, water heater, dishwasher, washer...], they are still there.
Bottom line, minerals that cause water to be hard, also leave that residue in clothing washed in that water. So, no, it will Not whiten the laundry. It might help to make it less grey, since the particles don't cling as much, but it's not a laundry "whitener"--for that, need an Oxygen bleach.
But, it might help the water heater work less to heat the water, since particles should not gunk-up the heating elements in the water heater as much, therefore use a bit less electricity [if water heater is electric].
I wonder if more filters to catch particles, mounted _after_ the medica canister, might help to better prevent mineral particles from getting to the rest of the house/appliances.

I never felt like I got the soap completely off, plus all the salt does is mask the hardness, it doesn't eliminate it! With this Pelican unit, I don't have the slimy feeling, the hardness is actually removed and I don't have to buy salt pellets, store them and lug them around anymore. FREEDOM! June 28, 2016

Clearly that person didn't read the detailed explanation offered by the manufacturer. I was concerned about spotting, but we use the Lemishine that was included in the pack and we have none. We wanted to keep the healthy minerals in our water as we have kids, so this was a primary driver for us. The water tastes great and best of all doesn't stick like scale any longer. We couldn't be happier. My only regret is that I didn't buy the accompanying carbon filter up front. We bought that later and now we're totally happy. March 26, 2016
Rated 1.0 out of 5.0 by "Saltless" Softeners Do Not Work Bought the saltless system thinking it is the latest and the best. It does not work as it is claimed. I have before and after digital hardness meters. Incoming water is about 350ppm, after is 290ppm. I also have a carbon filter as well. It looks pretty in the utility room, though. The technical support constantly told me that it will get better and the hard water I am getting from the faucets are just becasue softened water is dissolving accumulated scale. One dishwasher is wasted already and going through the second one. I am going to get rid of it. Also, it is disproportionally expensive. Stay away! March 19, 2016
Rated 4.0 out of 5.0 by Easy to install / use This system is very easy to install, there is no wiring and no additional plumbing required for the drain. My is outside where the city water comes in, all I had to do is cut the line, plumb in the sediment filter and then the main tank. Another great feature that I like, there is no salt to replace or flush, hence no need for a drain. In my install I would need to run plumbing another 30 feet to get to a drain as my codes do not allow for the discharge to be out on the ground, not sure why or if the salt systems would kill the grass. What I really liked was not having to run electricity out to the site for the timer to flush the system and waste more water. This is also a beautiful shiny stainless steel tank that looks like it will last forever. March 28, 2016
Rated 5.0 out of 5.0 by Nice system First, this is not the cheapest rescaled-softener out there, but ,I did my homework and shopped around including quotes from Home Depots Rainsoft contractor. For my NJ home where our city water hardness is off the chart, it was the right system for me. It arrived in less than 2 days. And I was able to install it myself. Im in no way a plumb r but I consider myself to have a better than average ability when it comes to home projects. After reading the instructions a few times and back to hd to buy the install kit it took about an hour to move the supply lines and hook everything up without leaks. BTW the install kit is simple screw on and push-to-connect. Thus far the system works great. I bought replacement filters that are less expensive for 4 than others out there priced for 1. I also like the "no salt" theory so I bought the system from the manufacturer a year ago & had it professionally installed. I got the system with the water filter & softner. The filter part works great I feel good about drinking water out of any faucet in the house & not having to buy those expensive frig water filters. The softener part did not work for me, still having to clean out my clogged shower head every 2 months. I will give Pelican the benefit of the doubt that the water may be scientifically soften, just not for my shower head. February 24, 2016

Rated 1.0 out of 5.0 by RUN AWAY! Installed unit 2 years ago. Huge waste of your hard earned dollars. Had my water tested for hardness before and after installation, zero difference. After 1 year of use had to change my electric hot water heater element due to lime build up. Still have lime build up on shower heads and faucets. Changing the filter is easy not sure what the "filter" is designed to do, If I wanted a whole house filter I would have purchased one and saved some serious coin. I tried leaving a review on Pelican website and they will not post it, that alone should tell ya something. Your money is better spent on Lotto... November 24, 2015
