Answer: 
Probably about 18" would be the maximum height, but you can place the assembled boot next to the pipe and cut off the pipe to match the boot.

No it does not according to the instructions. This was confirmed by my own experience. They said you might use an adhesive if you live in a high wind area. The top piece fits down so tight on the roof pipe that I don't think mine would come off without cutting tools. Still very happy with my purchase. We had high winds (for Michigan) a couple days ago and its fine.

7" is going to be close to the minimum needed for this boot. Knowing what I know about how it fits I would go to the store and get the boot and walk over to the piping department and fit it over a piece of 3" pipe and then measure where the bottom of the boot is. Mark it on the pipe and then remove the boot. Don't compress the final top piece too much into the end of the pipe as it will be hard to

Mark it on the pipe and then remove the boot. Don't compress the final top piece too much into the end of the pipe as it will be hard to disassemble. If the dimension is 8" or less you are good because the top piece gets pushed down into the pipe to securely hold the thing together in a high wind. Mine is still working great. Completely stopped the leak.

Rated 5 out of 5 by from Fits like a ....boot Heavy rain and water steaming down my vent pipe all the way to the basement sent me running to my computer to research a quality solution. I saw that Home Depot carried this boot and immediately went to the store to get one because another storm was coming in a couple hours. The boot fit perfectly. I don't use that word lightly. Fit snug without any caulk or adhesive. I took measurements of the pipe to make sure I was getting the right size.

Rated 4 out of 5 by from Amazing item but.... You need to make sure that your shingles do not cover too much of flashing as this is meant to rest directly on the flashing. It saved me during tropical storm type rain. Went from water pouring down my was to a small trickle. A little rubberized stop a leak roofing caulk helped to seal it. Only had to use the caulk because my shingles were too close to the pipe.

We started using PermaBoots about four years ago and haven't had to go back on any we've installed. It takes a quarter of the time (at least) to install and you don't disturb the roof shingles.

Rated 2 out of 5 by from The top sleeve did not fit into the 3" pipe. I had to hammer it on and then it split on the slee... The top sleeve did not fit into the 3" pipe. I had to hammer it on and then it split on the sleeve and I sealed it with some sealant and it worked fine.
