Does it come with a cord that you can plug into the wall?

There is no cord. There is a 4 prong connection on the bulb that connects to a harness on the (usually) celing fixture.

How do you in stall a circular fluorescent light bulb.

Remove the old bulb (by pulling it from the c-shaped clamps. Put the new bulb into the fixture, matching the 4 pin connector on the bulb to the harness on the fixture. Push the bulb into the clamps. That should be all that's necessary.

I should have heeded the warnings of previous reviewers to avoid this product! NONE of the 2 bulbs I had gotten worked! That's 100% failure right off the bat! I returned both for a refund. My previous Circline Fluorescent Light Bulb was made by Sylvania and lasted 15 years (!!). In summary - I am adding my voice to those who had already warned to stay away from this product. Philips ought to be ashamed of producing such a 0 quality control product.

Everyone in the house works or goes to school and the light is not left on when no one is in the kitchen. This is a poor product Home Depot should stop selling, particularly with the outrageous longevity claim.
