Answer: 
No, for the following reasons:
T8 lamps will not operate stably on a T12 ballasts nor will they start reliably. Life will be very short if operated this way (and if anyone would accept the poor performance).
T12 lamps on HF/IS ballasts will probably start and operate ok but the currents are so low that the lamps will be very dim. Plus, the life will be short as well.

You will have to change a ballast to go from T12 to T8. I’m not aware of any ballast that operates both lamp types but the ballast should specify the lamp types that it operates

Answer: 
T8 and T12 refer to the diameter of the bulb. To find the diameter, divide the number by 8. A T8 bulb is 1" in diameter, a T12 is 1.5" in diameter.
