Does this bulb have a flat piece of glass or cover on it, or is it open on the top with the bulb/filament itself covered?

The one I am replacing has the open top (no flat glass on the open end) and then the bulb itself is enclosed

All lightbulbs that utilize a gas and filament to give off light are enclosed in glass fully.
