Yes, 2 of the 4 I received in September 2014 were buzzing very loudly.
But all 4 emitted light, so functioned.

My set of four all work. The buzzing is there, but it is very, very soft and you will not hear it unless you go out of your way to hunt it down. In a normal kitchen or living room, you will never hear it.

Rated 4.0 out of 5.0 by Short-term expensive, long-term economical I bought these 9.5 watt floods to replace 65 watt incandescent floods in ceiling cans in multiple rooms. Even on sale, they were many times the cost of the bulbs they replaced, and those bulbs are just sitting in a closet gathering dust. I am happy with the performance of the new bulbs, as they light up instantly, don't throw off heat and shed the same amount of light. In fact, no one could tell the difference, which is a tribute to them. I believe my payback is in the range of 2-3 years. The LED bulbs are also supposed to last much longer than the ones they replaced, but it is too soon to say. Let's all hope the cost of LED lighting continues to drop! October 15, 2013
Rated 1.0 out of 5.0 by Excitement Dashed I was excited to get these light bulbs in the mail. I got these through the "deal of the day" emails and was so excited about the price that I got two boxes. When they arrived (when I got home from vacation) I immediately opened them and put one in. It worked beautifully, a little brighter than the old bulbs, but that's fine with me. I installed the second one in the bathroom, but it buzzed. This was quite disappointing since the box proclaimed its no buzz feature. Undeterred, I went on the the 3rd bulb... which didn't work at all! :( After testing all 8 flood lights I'd purchased, only 2 worked as advertised, 3 hummed/buzzed and 3 didn't light up. Rated 2.0 out of 5.0 by Phillips needs to fine tune these LEDs These bulbs are very bright, however the color is on the blue side...not warm at all. There is a momentary delay before they come on. Worst of all, of the eight bulbs purchased, three had an unbearable buzz. Since they were sold as a 4 pack, 4 had to be returned. The new 4 pack only had one buzzing bulb. I'm waiting for that replacement. HD has been great about replacing them...but it is a hassle. I called Phillips, they claimed they had never heard ANYONE complain about the bulbs making noise and told me to take it up with HD. Overall, these bulbs have been a great disappointment. They are very expensive and I expected better performance. P.S. They are NOT dimmable. September 22, 2013
Rated 4.0 out of 5.0 by Nice instant on; 1 out of 4 pack buzzed I like the LED bulbs (vs CFLs) since they turn on almost instantly (very slight delay). I ordered a 4-pack and one of them buzzed loudly. I had trouble returning just this one bulb out of the 4-pack to my local Home Depot; was told I would normally have to return the entire 4-pack but they gave me a replacement in the store anyway. I ordered another 4-pack recently and one out of the 4 bulbs looked like it was crushed on opposite sides. Because of the first experience, I kept all packaging and returned the entire 4-pack. Overall, I would still recommend due to low energy use and long-lasting life (hopefully). November 16, 2013
Rated 1.0 out of 5.0 by bought - buzzed - returned I have a couple versions of the 65W LED BR30 bulbs that Philips has created, as their color is great and far more efficient than incandescent. I purchased these thinking they would be the same quality as the previous ones (the silver ring is on the prior versions - this one is NOT what is pictured, it has a white ring and much cheaper construction). I received them, and put two in - the buzz is audible up to 15 feet away. If the environment is noisy, or the bulbs up high, it might be fine. For me, it is in my home office and kitchen. It was beyond what I could work in - I returned the bulbs. I don't recommend these unless, as I mention, the environment is noisy or the bulb up high so you won't hear the buzzing. September 6, 2014
Rated 2.0 out of 5.0 by Humming Buy 3x's as many as you need so you can return the bulbs that humm. Some don't humm, some aren't that loud, and others you can hear across the room. I bought 36 to replace 12 and will return the humming bulbs. The majority in the first 12 I received were already opened and one box actually had "Basement" written on the box. Other than the humming these are great bulbs. The dimmable Philips bulbs I purchased and the TCP nondimmable bulbs did not have the humming problem. December 17, 2014
Rated 3.0 out of 5.0 by Much noisier than expected After reading reviews, I was worried about the buzzing. My dad has the same bulbs and his were fine, so I assumed the buzzing was very subtle and would only be noticed in a dead silent room. After changing out 10 bulbs in my kitchen, the buzz is enough to overpower a TV on. Pretty obnoxious. I will definitely be locating the bad actors and returning them. Of the 10 bulbs, I believe 4 are really bad. The brightness is perfect, and they look great...but man, that's loud. It's a great price for a cost saving item, but frustrating that the problem has been documented enough without a 'fix' from Philips. I recommend them because of the cost savings, and because you can always find locations to put the noisy ones...like in a garage, or furnace room where you won't get too irritated. October 24, 2014
