A pressure balancing unit does not affect flow or pressure. There is no way to adjust it.

do this valve have a shut off

I install it but no water is coming from the faucet

If you don"t have the hot and the cold water lines turned on then it will not operate because of the pressure balancing unit. Both hot and cold water lines must be turned on.
