Answer: 
It will only remove that paint that is currently peeling. It will not remove any paint that is attached to the concrete and it will not "feather" the attached paint. The attached paint will have definite "edge" to the remaining paint.

This would be a perfect tool for that, but I'd definitely buy spare blades because the concrete will dull them quickly.

Home Depot hardware dept carries this type of screw. Just bring in the remaining screw(s) to match up threads.

Rated 4.0 out of 5.0 by It works well, but you have to be strong We used it to scrape after removing the old tile flooring. You just have to put some elbow in to it. I gave it 4 stars because we had to keep changing the blade too often, it comes with one blade. You can buy more blades separately. This was about $30 bucks should come with more blades for that price. October 5, 2016

Rated 1.0 out of 5.0 by Lousy After 10 minutes of taking up old tile, the blade snapped. Replaced the blade then the bar that holds the blade snapped. Tiles kept getting caught between the blade and guard. I am a handyman and must say this is a piece of junk. I got an old garden hoe and it worked perfectly. Returned the damaged scraper and got a refund. Poor quality and not sturdy. October 3, 2016
