No, you most likely have 15 amp fuses in your home electrical fuse box then 15 amps is the limit. If you use a power cord that is either too long or not high gauge enough then a 9 amp utility could draw more amps but then your burning up your electrical utility. "Hard" would have to mean that the gauge is so thick, like 10 gauge, that it does not cause any additional length in the distance to the electric utility you are powering.
