This RIDGID 14 Gal. 2-Stage Industrial Wet/Dry Vacuum has Certified HEPA Filtration and meets EPA's definition of a HEPA vacuum under RRP rule for lead paint renovations. That's going to depend on your local store, the website listing for your locale will tell you if they carry it in store or not. I had to have mine shipped to my house because my local store does not normally stock it.

I would check the Home Depot website first. When I checked for this vacuum, only one Home Depot Pro Shop in my area had it, no other regular Home Depot store or Pro Shop had it.

i see this has a "pre filter" and a HEPA filter... does it utilize a bag filter as well?

I noticed in the accessories part of this it does list a bag filter as an option just making sure this does work with this exact one and would like to know if one is included... thanks!
note it doesn't state in the product description either way

The bag is technically optional but is required for actual HEPA usage. With the bag in, you cannot use it to suck up wet debris. I believe mine came with a single included bag out of the box.

Answer: 
WD1450 is not supplied with filter bags but the customer has the option to purchase for added filtration. Please take note that the filter bags are optional. Part number of the filter bag is VF3502 and it should be available at your local Home Depot store.

- Unfortunately, the peak horse power of RV2400HF vacuum is not rated. On the other hand, it has a 11.5 Amps.

However, for large volume liquid recovery, remove the HEPA filter assembly and Intercept Micro® filters. This will ensure proper operation of float mechanism, but will eliminate the benefits of HEPA filtration, Please note –by removing the HEPA filter, the vacuum will not meet the definition of a HEPA Vacuum under the EPA’s RRP Rule.
