Answer: 
I leave mine on, for multiple reasons. First of all it fits well even with the filter in there. Second of all, it ensures that the exhaust is clean air. Third, I have bad allergies, so the dust bag plus the 5-layer HEPA allergen filter plus the sound diffuser all keep the air the cleanest possible. Finally, even with all this in place, there's no noticeable loss in suction.

I have always left the center filter on, just to provide more cleaning power. It doesn't affect the suction at all and it probably supports the bag better since it would probably sag and tear easier under too much bag weight.

It would depend on the filter. The bag does not rate its filtering ability. The fine filters, VF 5000 and VF 6000, will catch stuff that the bag lets by. The cheapest filter, the VF4000, will probably let through whatever the bag lets through.

Hi BarttheStar, you leave the pleated filter on when using a vacuum bag. This way if for any reason the bag is torn, the pleated filter will protect the motor from debris.

Answer: 
You leave the pleated filter in place. The dust bag is placed inside the collection canister of the vac right where the vacuum hose connects. I've attached a video below.

Two bags come in a package. Kinda expensive, but they hold a lot of material while keeping your exhaust cleaner and keeping the emptying process less of a dust-cloud issue.

Can remove the bag for wet vac use and then reinstall the bag to continue with dry pick up after the canister has dried. First time installing may take some effort until you figure out how to do it.
