When the filter seems very dirty and the vacuum is working harder than usual (you can tell by the sound it makes), that's the time to clean or change the filter.

You'll know when the vacuum is hardly picking up. I did also notice every now and then I had to stand the vacuum upright so the dust/dirt could spread evenly in the bag rather than being choked up right at the intake port.

Answer: 
Just like a household vac, when the bag or canister gets full. If you notice you are losing suction/pick up, it's time to clean or change the filter. Often you can use compressed air to blow it clean and reuse, or wash is out and let it dry before reuse. Using water tends to reduce the life of the filter in my experience, but you can still reuse several times before replacing.

Hello sonofarussian,
The dust bag should be changed when approaching full. Filters on shop vacs should be cleaned fairly regularly to keep performance at optimal levels. When ever you notice a reduction in the suction of your shop vac you should take a look at the condition of the filter. I've attached a video below from Ridgid showing varies filters and how to clean them. I hope this helps.

Two. A bit pricey in my opinion because they don't hold a lot (can't due to the shape of the vac), but worth it to not have to constantly clean the filter when sanding drywall. I just build it into the price of the job...

It can, but I'd recommend leaving it on in case you have a puncture from a nail or such which would cause the dust to go straight into the vacuum intake.
I left my standard filter on with the same vac you have and there was no noticeable difference in power.

You should leave the filter in. You could ruin your motor if the bag were to tear open and the main filter was not in place to protect it from dust.

I bought the 4-gallon RIDGID and also purchased the hose extension and these RIDGID High-Efficiency Dust Bags because my main purpose in buying this was to hook it up to a 6" orbital sander and do drywall finish sanding in my basement. The bag made it very easy to cleanup. I sanded about 800 sq ft walls and ceiling and never once had to clean the filter out thanks to the bag. I would definitely buy this again! March 29, 2016

I purchased this filter to vacuum a ton of drywall dust, I couldn't figure out how the bag went over the V shaped inlet attachment on my WD4070 shop vac so I decided to call Ridgid Customer Support. I spoke to Beth on the phone who was unfamiliar with my issue and offered to make a video for me on attaching the bag on my model of shop vac. As promised, within 30 minutes she had made a short video on how they put the VF3501 filter bag on the vacuum’s intake port and emailed it to me. This is by far the best customer support I have ever had, the fact that they went out of their way to make a video specifically for me is outstanding. The WD4070 vacuum is excellent, the dust bag is spot on and the service is 2nd to none. Can't recommend Ridgid highly enough. March 2, 2016
