the only way to release the pressure is to slightly un screw the bottle just don't be stupid and do it in your face.

Depress the green lever on the top of the handle. It also has a locking feature at the front edge of the flat lever to lock it in the open position.

Will this spray 4 feet upward? I need it to wet 10 foot popcorn ceilings form ground floor.

It will—but you'll need to adjust the spray head to produce a solid stream instead of a fine spray. The wide spray setting doesn't reach very far.

can nozzle be cleaned?

Sometimes they clog can this cleaned?

Yes, these are easy to take apart. Just unscrew the pump to relieve the pressure before taking the nozzle off.
