Can this be painted directly over walls that were stained by nicotine/smoke but scrubbed with bleach about a year ago?

Answer: 
Hi Andrea, we would recommend using a primer first such as Glidden Gripper and then applying the paint for the best results.

You may want to treat the wall with a primer or something like Kilz before painting it..
