How to I fasten a heavy fence with a heavy gate to a brick wall?

Is this anchor (3/4 IN. X 5-1/2 IN. ZINC-PLATED STEEL HEX-NUT-HEAD SOLID CONCRETE WEDGE ANCHORS) the strongest anchor? The last time I the handy man tried the anchor pulled out of the brick. I don't know what kind of anchor he used. Is it possible that no anchor will hold enough weight in brick? He anchored a 2x6 to the brick, build part of the fence then installed a gate. The gate keeps drooping more and more.

I have had several occasions to do this exact job. Gates attached to block/brick walls. On two of the jobs I used all thread rod and epoxy from Red Head. And another I was able to drill into the mortar joints and install Lag Shield anchors 3/4" and lag screw into them, then filling the rest of the hole with anchor cement. This was a few years ago and all are still holding. My favorite is the epoxy and all thread.

Torqued them to 110 ft.lb. Make sure the hole you drill is the right size (these are 3/4") and blow / vacuum out the dust. Pound them in and tighten them up. I used them (four each) to attach 2 parking safety bollards in solid concrete. After tightening the anchors I poured a concrete pad over them to help secure them and keep anyone from unbolting them.
