The element is a 1-9/32" straight thread with a 1.5" hex head.

Is this 1-3/8" threads?

Actual Thread Size - Outside Diameter (in.): 1-9/32, Threads per Inch: 11-1/2. The Hex size is 1/1/2".

What type of tool would I use to remove the little blue head

There is no reason to ever remove that piece. If there is a suspected element issue then the element should be replaced.
