will this hold carpet-to-carpet?

I need to secure a small area rug over wall-to-wall textured carpeting. I bought plastic rug grippers that don't work at all, making for a dangerous situation. I'd like to know if this will work on textured carpet and whether there might be any adhesive residue remaining if/when I decide to remove the area rug.

I'm presuming you're referring to placing a rug on top of another rug. These strips will enable you to adhere a small rug on top of another rug using only the tackiness of each gripper strip to adhere it to the other carpet.
With that said, I'm not sure I would recommend doing this, as these strips are not intended to be utilized in such a manner. I envision the slight movement of the gripper strips

With that said, I'm not sure I would recommend doing this, as these strips are not intended to be utilized in such a manner. I envision the slight movement of the gripper strips pulling each bottom carpet's fibers, and eventually having each gripper strip pulling out of where it's stuck to.
I would recommend checking with the employees within the carpet department of Home Depot, or go into a carpet store and inquire as to what their recommendations would be for your situation.

I don't think so. I have a pad under the area rug to help it wear better, and it does not work with that. I have wood floors and the rug (3 X 5) won't stay in place on the wood. I don't see how it will stick to other carpeting.

Am I going to damage my carpet, if I use 50-582 on it to lay my oriental carpet. I am getting too many fold on it

I don't know what your reference to 50-582 means.
This gripper tape needs to go on the floor by itself. You're not advised to place this tape on top of some other similar product.
I use this tape to hold in place several small throw rugs as well as the traffic areas of our oriental rug, and this tape works great for me.

No problem! It is attaching to the back side and lays very flat.
While my usage is on the back of a more economical contemporary area rug, I perceive no problem for you.

Will this keep a 30' runner in place on a laminate floor?

I have a 30'x27" runner down a hallway with laminate flooring to give my geriatric dogs (ages 16 and 18) some traction. The laminate floor was a perfect solution for toenails until their hips started declining recently. Anyway, I need to keep the runner form bunching and shifting to keep my old dogs from stumbling over it. Will this work or do I need a double sided tape?

This will work for your situation.
I have hardwood floors and used this gripper tape to secure several carpets and rugs down.
After using this tape, my throw rugs stay in place fine.

I have an 8 x 10 area rug over Pergo in my tv area and it constantly moves under the sectional, leaving it look misaligned with the Pergo board lines. Over the past year, we have had to realign the rug many times to prevent it from piling up against the tv stand. This rug gripper a great aid in preventing that slippage going forward. Rated 4.0 out of 5.0 by Keeps the rug in place This product does exactly what it is designed to do. You cut multiple strips of the tape and lay it down on the floor where the carpet will be placed. Then you remove the protective blue plastic to expose the other sticky side and place the carpet down on top of it. The product is not super sticky so the carpet will come back up unharmed if you need to move it. It is also not sticky enough to hold down rolled up edges so ensure you carpet is flat before you start the process. Using the multiple strips as directed my carpet does not slide on the tile floor which is wonderful. The tape is a woven type material that is white in color. January 14, 2014

Rated 4.0 out of 5.0 by Effective Solution For Loose Rugs. Like most other individuals, small area rugs have a tendency to slide around the floor. There are various solutions on the market to prevent rugs from slipping, all with their own strengths and weaknesses. The overall weakness of most of these products is either the gripping power just isn't there, or when dirt and dust accumulates, it weakens the gripping power. I had an opportunity to try out this product on two kitchen rugs. Following the simple directions, I laid down the strips, and positioned the rugs. Overall, I'd have to say these strips actually held the rugs in place. Only time will tell if they remain in their place. One thing I noticed when placing the strips down is it was rather difficult removing the blue plastic film from the topside of each strip. The strip sticks to the floor, and the blue film sticks to the strip so it wasn't the easiest removing this film, but overall, I am pleased with the overall results this product offers.
