The RoboReel Power Cord System is the world's first power cord worthy of being called a power tool. This portable motor-driven power cord system delivers 50 ft. of 12 Gauge cord with a "smart" three outlet receptacle ball end. The cord retracts at the touch of a button on either the unit or the end of the cord. The RoboReel power cord system has much safety, convenience, and durability features such as thermostats that will shutoff power if overheated and sensors that turn off the power in the event the cord is cut.

Can it be programmed to reel in as the power is in use?

I need it to pull my slack as I vacuum and run floor buffer.
I also need it to be heavy duty enough to handle 20 Amp, maybe 10 gauge cord.

Answer: 
No, but it can be retracted to take up the slack as you need. Hit the button on the receptacle ball end, then hit the button again to start the rewind. When you have wound in the length of cord desired, hit the button and the cord will stop winding in.

Does the reel come with the hardware to mount it on a wall?

In the video it shows a piece of hardware that makes it mount to a wall. Is that item separate or part of the reel.

Answer: 
No, but therer is an optional wall mount bracket that allows you to mount it to a wall and it can be taken down and used other places as well.
It does come with a table or bench mount though.
