Can this be used to connect electric stove

No! An electric range typically requires either a 40 amp or 50 amp, 120/240 volt 4-wire circuit made up of 2 insulated hot conductors, 1 insulated neutral conductor and 1 bare or insulated grounding conductor. Not only does 12-2 NM-B cable not have enough insulated conductors, they are also drastically smaller than what is required. I would use 8-3 NM-B cable for a 40 amp circuit or 6-3 NM-B cable for a 50 amp circuit. Consult the installation instructions for the range for the proper size circuit.

Can it be used for a dryer?

For an electric dryer, no. Most residential electric dryers require a 30 Amp service which will be #10 wire. It could be used for the electrical supply to a gas dryer. The data plate on your dryer will tell you how much current you will need to supply. Also take into account the length of the wire from your breaker panel to the appliance. If it's a long run you should probably move up to the next gauge of wire to account for voltage drop. If unsure it's best to consult with a licensed electrician.

dose this wire have a ground?

ALL NM-B cable comes with a bare grounding conductor. This 12-2 NM-B cable has 1 Blk, 1 Wht and 1 bare grounding conductor; all are #12 AWG.
