Normaly ours is under cover......but while haveing work done on our deck it sat outside for about a month thru some pretty bad rain storms, and everything stayed dry.
We also have another deck box by RubberMaid that is 20 years old and stays outside by the pool pump, for pool chemicals and it stays dry inside.

Answer:
The Rubbermaid 5F22 Large Deck Box with Seat is made of water resistant material. While Rubbermaid does not advertise their sheds and deck boxes as water proof, it will keep out most rain and snow. It takes a very hard wind driven rain to get in and even that is rare.

I am using a regular Padlock and it works fine. The top can not be held open you would need to prop it up in order to keep it open. The wind will blow it open without sometype of closure.

Rated 4.0 out of 5.0 by Great Storage Option A great storage option filling several needs. I have two of these now.....one on my dock as shown in the photo, and another that I use for storing gas cans onshore. Great Product My only con would be its security if you really need this to be locked. The snap together design makes assembly a snap, literally, but it also makes it easy to disassemble, even when locked. A few well placed lines of gorilla glue helps overcome that con. And although not shown in the photo, the bottom of the box is secured to the deck using large tie-wraps. June 24, 2016
Rated 5.0 out of 5.0 by storage chest the storage chest is exactly what i needed, no problem putting together. It hole plenty of Misc deck furniture small table, chairs umbrellas etc. very easy to put together a real nice product I plan to get another one in the next couple of months. I might even get one for my son for his birthday. I think you could even make them a little bigger. They make a nice bench also. August 23, 2016
Rated 5.0 out of 5.0 by Good Buy Easy to put together, light weight, color almost matches the house and fits in nicely on the deck. August 16, 2016
Rated 2.0 out of 5.0 by Over priced When I first researched deck boxes on homedepot.com, this deck box looked very promising. When I received it and began to put it together, it was not sturdy, the pieces didn't fit correctly, and fell apart on me. When I returned it and looked inside the Home Depot store, the boxes already made looked really sturdy. I suggest buying this in store with it already put together. I do think this deck box is over priced. August 2, 2016
Rated 5.0 out of 5.0 by Rubbermaid Bemch I am a senior woman and found the bench to be easy to install and all parts were there. Exactly what I wanted. August 2, 2016
Rated 5.0 out of 5.0 by Is exactly as I expected The deck box is great it fits my chair cushions and keeps them dry. Exactly as I expected. August 2, 2016
Rated 3.0 out of 5.0 by Okay but... It's a nice unit. A bit loose in the joints once assembled but good quality for the price. BUT the size measurements are taken from the farthest points on the outside, resulting in measurements that are way of from the actual interior measurements. Accurate internal measurements should be provided. I had to return it--too small. July 26, 2016
Rated 5.0 out of 5.0 by So far, so good! The deck box is lightweight, yet durable. My only complaint was with the assembly--it's easy enough to assemble, however you need to hammer through these little pieces of plastic leftover from when they larger pieces were created. It's in the instructions, so it's not unexpected, but it was overly difficult to do... I was actually getting embarrassed thinking I was doing something incorrectly. I also like the fact that you can purchase a lock for this model. I haven't yet, but I will lock it for when we're away for extended periods of time. June 21, 2016
