Push the plastic insert into the hole and then push the shaft of the wheel into the insert.

Answer: 
Simply lay the bucket on it's side. Then, push each wheel into the hole on the bottom of the bucket FIRMLY, until you can't push each wheel in any further. Then, you're all set :)

Hi Ami, the wheels have a stem that fits into a sleeve. You push the wheel stem up and into the sleeve on the bottom of the bucket. Basically the wheels snap into the holes on the bottom of the bucket.
