Can this be put over engineered hardwood floor that has been recently put down

No. Rust-Oleum Floor Polyurethanes are not recommended for use on engineered flooring. In order for the coatings to properly adhere, the floors must be sanded. Engineered Flooring cannot be sanded. We recommend contacting the manufacturer of your flooring for recommendations.

Will this bond to latex highway paint

Yes, Pete. Be sure the paint is fully cured. We recommend at least a week of cure time before the Varathane Floor Finish Polyurethane is applied. Sand the surface with an 180 grit sandpaper to ensure proper adhesion. Please be aware that if applying an oil-based polyurethane, such as this one, over a white or light colored surface, it may amber, or cause the original color to look yellow. Test for the desired color and compatibility by applying a test patch in a small inconspicuous area first.
