is this an self etching primer (sealer).Can I prime with this and let stand for a few months and not have rust pop through before I applying top coat?

If not a sealer what would I have to use

This primer is designed mostly for aluminum. If you are painting steel Rustoleum metal primer is a better choice and should protect for several months.

can this primer be used on an aluminum boat bottom

I'd like to use this primer on any bare metal and cover with a couple coats of Rust-Oleum boat bottom paint

I don't know if it would work as a marine primer. That said, if the aluminum is bare, clean, shiny and rubbed with a red Scotch pad, so the metal isn't too smooth, it should adhere well. If I was going to try this, I'd use a couple coats, let dry 24 hours, use a regular Rust-Oleum gray or automotive primer, then a coat of white primer or base coat, before a color coat--all Rust-Oleum paints, of course. Might get a couple seasons of fresh water fun with a canoe, kayak or small boat. For anything else, I'd imagine a marine finish would be a better bet. I know Rust-Oleum makes an acrylic aluminum primer, but don't have any info on how that would work on watercraft.

Do it have to use vinger on the aluminum before I spray on this primer

The use of vinegar before applying Rust-Oleum Automotive Self-Etching Primer is not required. To properly prepare the surface for application, thoroughly clean the area to be primed with mineral spirits to remove all oil, grease, wax and dirt. Allow the surface to dry thoroughly. Lightly sand the surface with 400 grit wet or dry sandpaper. Keep the sandpaper wet by soaking it in water while sanding. Wipe the sanded surface clean when finished.
