Answer: 
No, Rust-Oleum EpoxyShield Basement Floor Coating is designed to be applied to bare concrete. A primer is not recommended.

Rust-Oleum EpoxyShield Basement Floor Coating Kit will not fill cracks in the floor. We recommend filling holes, voids, and surface irregularities with EpoxyShield Concrete Patch & Repair (sold separately) or another suitable patching compound to match the surface profile. http://www.homedepot.com/p/Rust-Oleum-EpoxyShield-24-oz-Concrete-Patch-and-Repair-Kit-215173/202097324

Hi, Can this product stand up to a crawl space cement floor that is not sealed and on occasion gets damp due to severe rain resulting in ground water infiltration. Thank you! Jennifer

Answer: 
Rust-Oleum Epoxyshield Basement Floor Coating is not recommended for surfaces that are subjected to being damp. The product will peel and bubble. As long as there is no foot traffic, you can use Zinsser Watertite Mold and Mildew Waterproofing Paint.
