Will this work on exterior concrete block walls to keep water out?

Rust-Oleum OKON W-2 helps protect porous concrete and masonry, medium and normal weight block, rough stucco, non-glazed concrete brick, non-glazed slump block and other comparably porous materials from the damaging effects of water absorption; efflorescence, freeze-thaw damage, dusting and staining.

How often do you have to reapply on basement floors?

Zinsser Okon W2 will last years if applied properly, Dan. When the time comes to recoat, you’ll want to do a water test to make sure the surface is porous. Sprinkling water on the surface and see if it soaks in. If the surface turns dark, you can apply the W-2.
