Rust-Oleum Painter’s Touch Ultra Cover 2X Spray Paint is water resistant and will hold up to the elements of the outdoors. However, this product is not designed to withstand the constant submersion of water.

It does sound like dry Spray. With rattle cans you always want to make sure you really shake the heck out of the can prior to use and also during any pauses while you are spraying.
The easy way to test for dry Spray is wipe you finger across your work where it's an area somewhat hidden. (I'll usually swipe an edge since it's an easy fix). If it gets on your finger chalky, you have dry Spray probably Read More
It does sound like dry Spray. With rattle cans you always want to make sure you really shake the heck out of the can prior to use and also during any pauses while you are spraying.
The easy way to test for dry Spray is wipe you finger across your work where it's an area somewhat hidden. (I'll usually swipe an edge since it's an easy fix). If it gets on your finger chalky, you have dry Spray probably cause you didn't shake the can enough. Once I hear the ball rattling I'll go 2-3 minutes and shake it all kind of directions and angles
If it's wet, as it should be then you may be too far from surface. The more common mistake is too close and you end up with runs.
I always go 2-4 light coats, last one being a little heavier than dusting but always lightly sand between coats with a very high grit wet/dry paper. 600-1500 (just to keep it smooth and get the nubs and/or dust, dirt particles.
For a really nice and long lasting finish I Spray 2-3 Clear coats, flat or glossy, 1-2 days later so paint is dry. Wet sand prior to clear and buff and polish 1-2 days after.
Prep is everything. Good sanding, I prefer down to bare if I can, clean with acetone (nail polish remover). It's amazing the finish you can get with cans.
My only gripe is they don't have a nozzle with a bigger fan. Waste alot of paint with thin nozzle.

Uh oh! It sounds like you’re experiencing dry spray with Rust-Oleum Painters Touch Ultra Cover 2X Matte Clear. This is when the product dries before it hits the surface of your project. This occurs most often when users hold the can too far from the surface when spraying – our recommendation is 10-16” from the surface. Effects of dry spray can also happen when temperatures are too high or too low. You can try using a lint free rag slightly damp, and gently wipe the surface to remove the dusting. If it’s still rough after doing that, you’ll want to sand the surface with a 180 or 220 grit sandpaper and make sure it’s clean and dry before recoating.​ Read Less

But the spray changed the color of the towel bar and toilet paper holder from Oil Rubbed Bronze to dark silvery charcoal. Do I have to respray with more ORB? If I do, will it stick? August 21, 2016

It sealed the porous rock from minor damage and gave a "wet" look like one would expect around a waterfall. We anticipate it will also reduce or make any algae cleanup much easier in the fall.
