Answer:
A primer coat is not required before applying Rust-Oleum Painter’s Touch Ultra Cover General Purpose Paint. However, the use of Painter’s Touch Primer provides a sound base for topcoat adhesion and is especially recommended for bare wood and metal. http://www.homedepot.com/p/Rust-Oleum-Painter-s-Touch-32-oz-Ultra-Cover-White-Primer-General-Purpose-Paint-Case-of-2-224430T/204823000

Rated 5.0 out of 5.0 by I love this product!! I really love this product. I have been using it in different pieces of furniture and I am very satisfied with the results. March 12, 2015
Rated 5.0 out of 5.0 by Very nice results! I recently painted the ceilings on my first floor. When they were finished I realized the ceiling vents and recessed light canisters needed some sprucing up. Not only did they look dull/gray/yellow next to the ceiling white, some were a little worn. I'm not ready to install new lights yet, so I decided to paint them and the vents for now. I have always had good luck with rustoleum products so I decided to try this one. I did use 2 coats, altho I think one would have been enough. I just didn't like the first coat because I used a paint brush and you could tell. So the second coat, I ran over them with a little roller and the finish is much better looking. Now the vents & recessed lights look just as fresh as the ceiling and it was just what was needed to make everything look finished. Overall I am really happy with the results. I did buy 2 cans so that when I get to the upstairs, the whole house will match. But one can is probably enough, because one coat really is enough. I'm sure I will find other uses for this paint tho so too much is not a problem! I do recommend it and the price is really a good value. I have included before and after pix. Read the directions on the can and follow them. You won't be disappointed. :O) November 2, 2013
Rated 4.0 out of 5.0 by Good Product for Price Bought this product to use to apply paint where this surface had chipped on some inside window and door frames. Brown paint that was underneath the current semi-gloss white was visible in several places in two rooms. With little preparation, the Rustoleum paint was easy to apply and covered well with two coats using an inexpensive 1" chip brush. Dries quickly and did not have a paint odor. I am very pleased with this purchase and would recommend this paint to others. November 24, 2015
Rated 2.0 out of 5.0 by First and last time using this paint! I tried this product based on reviews alone. I had high hopes for that "Factory finish" Rust-Oleum boasted about on their website. It was virtually impossible to achieve a smooth finish. I tried using a foam roller, then a high quality brush but was disappointed with the finish both times. I sanded down my dresser, thinned out the paint with water as directed and attempted a third coat, but it looked just as bad as the first two coats. I will not be using this paint again! The only good thing about this paint was that it dries to a hard finish. July 5, 2015
Rated 2.0 out of 5.0 by Pretty Disappointing in this I'd say I'm fairly experienced with refinishing furniture. I usually use a sprayer but for a little dresser for my daughter's room, I decided to go with a brush on paint. I sanded the piece down to bare wood, used a sanding sealer and then 3 coats of primer, sanding lightly with 220 grit between each coat. The finish was paper smooth when I began applying the color coat. But the stuff is so thick and gummy that after one or two passes with a brush, even with a very light coat, it starts to dry to the point that it gets tacky and if the brush touches it at this point, you end up with a gummy sticky mess. I tried adding varying amounts of water to make the paint more viscous but with no luck. The only redeeming quality is that it dries hard enough that after about a week, I was able to sand the finish with 220 grit sand paper and get the problem areas smoothed out. Now I need to find another paint to do the top coat with that won't react negatively with this stuff. Why in the world they think it needs to be this thick and dry this quickly is beyond me. I can't image that any other paint wouldn't have been better for this project. May 26, 2015
Rated 3.0 out of 5.0 by Got the Job Done, But Will Try Something Else Next Time I used this paint to refinish a wall cabinet for a bathroom. I needed a smooth, brushstroke-free finish and this paint was recommended by a few bloggers for painting furniture. The paint is very thick, and dries pretty quickly. This made it kind of difficult to get a smooth finish. I started with a chip brush, but quickly switched to a foam brush which worked much better. A foam roller probably would have worked the best. I ended up kind of having to glop it on to get it to stay workable long enough for me to get even coverage and smooth it out. I was painting outside and the paint in the can started getting a skin on top at one point since the sun hit it, so make sure you are not in direct sunlight or it will dry very quickly. It got the job done, but I feel like I could have used any white latex paint and gotten the same results. I'll finish using what's left in the can, but I'll probably water it down a little but to get a smoother application. Next time, I'll probably just get a basic white, latex paint. June 3, 2014
Rated 5.0 out of 5.0 by Excellent furniture paint Dries to a hard finish and wears well. I have used it on 3 pieces so far and its been perfect. August 28, 2012
