Yes, Bob. Rust-Oleum Parks ProFinisher Sanding Sealer can be sanded or recoated after 1 hour. It can be top coated with other polyurethanes, including oil-based. Answer: 
Happy to help Michael. Apply product Rust-Oleum Pro Finisher Sanding Sealer with a synthetic pad or Universal Applicator. If you are using the water-based floor finish over this, you can use the Universal Applicator Pad to apply this as well. Please be sure to refer to the application instructions on both products for proper application details.

Answer: 
Rust-Oleum Pro Finisher Water-based Sanding Sealer can also be used over a previously stained floor. Always test on a piece of scrap wood or in an inconspicuous area before applying to the entire floor as a water-based product may affect the colors of stains.
