Answer: 
As long as the deck is structurally sound, Deck & Concrete Restore is a great option for a deck that is splintered and cracked. Restore will fill minor cracks up to 1/4". Simply load a brush heavily and dab the product into the cracks. For cracks larger than 1/4" and up to 3/8", use Restore Crack Filler prior to application of Deck & Concrete Restore. No, deteriorated wood decking should not be covered but rather replaced.
When you know that a deck is unsafe, replace the boards before using this product.
The can label provides these instructions.
Put safety first and you'll most always be happier with the results.

Answer: 
Deck & Concrete Restore is not recommended for slick surfaces such as "floated", smooth concrete as any slick surface will not promote good adhesion. Additionally the product is not intended for vehicular traffic so this product is NOT recommended for driveways, garages, or carports.
