Restore 10X has a textured finish, but you can smooth the finish by taking a brush and lightly doing a back brush while the second coat is still wet. See 10X video for example:

will this hold up to chlorine

Yes, Deck & Concrete Restore is great for use around pool decks and holds up well to both chlorine and salt water pool splashes. Please keep in mind, just like any painted surface Restore will become hot when exposed to the sun. If you are concerned about surface temperatures, we recommend choosing our lightest colors such as Beach or Cape Cod Gray. Lighter colors reflect light, while darker colors attract and absorb it.

do you have to remove all old paint from wood decks

Restore will adhere to a previously painted surface if properly prepared. All peeling or flaking must be removed by stripping or sanding. Remove any algae, mold or embedded dirt. Glossy surfaces must be sanded. Surfaces that have been previously coated with a stain or water sealer that continue to bead water will require pressure washing or stripping to ensure good adhesion.

Rated 1 out of 5 by from flakes up and peals off of deck every year and I have to repaint every year. We cleaned the deck and paid a painter to paint the deck. It looks great unitl the winter comes and then all the flacking and chipping off starts.

Rated 1 out of 5 by from biggest mistake i made we have two wood decks 8 x 10 and 24 x 20 wood, about 10years old seen ads for "RESTORE". took pain staking effort for cleaning and prepping..needed two THICK coats product does not go far. when new looked good, seemed to hold up the summer with three kids doing what kids do. winter came and went and my 8 x 10 was 90% peeling and the 24 x 20 was about 75% peeling both decks are partially covered. I contacted the company and they had a "nothing we can do" attitude. I wound up completely stripping the entire deck's washing with chemicals. this the advice of numerous paint people at home depot and lowes and advised they "HAD MANY" complaints. my decks are now back to aged natural wood. my advice is if you walk or drive on it DONT paint it. end of story Restore finally consented to repay me for the product at last years cost. correcting their poor product and time was my problem. I posted photos at our local home depot bulletin board to warn people, PLEASE TAKE THE WARNING.

Rated 1 out of 5 by from Absolutely NOT a Good Product Bought this to apply to an old redwood deck. After application it looked great. I power washed the deck before I applied this. It was warranted for 5 years. 1 year later it was peeling and desintegrating. Long story short, It was a mess because I could not just restain. I had to peel all the old material off. I would have been better off just using an inexpensive stain every few years. I would advise against using this product
