Answer: 
Rust-Oleum Stops Rust Protective Enamel is not formulated to adhere directly to a plastic surface. You may prime a plastic surface with Rust-Oleum Specialty Plastic Primer first, and then use Protective Enamel over it for adhesion to plastic.
