for outdoor metal open fencing that already has rust, will this cover that rust or should I try removing the rust first before painting?

Answer: 
We would recommend removing the existing rust with a wire brush or sandpaper prior to applying Model # 182666.
After the rust has been reduced you can prime with our Rusty Metal Primer, Model # 7769822.
You can apply this to all of the fencing, or just the spots that are rusting. This will ensure proper adhesion and helps prevent chipping, cracking and peeling.
