Answer: 
Sorry, but we would not suggest using Rust-Oleum High Heat on the shutters.
However you can use Rust-Oleum Stops Rust for metal/wood shutters, or Rust-Oleum Ultra Cover 2x for wood, metal or plastic shutters.
