Not enough information to answer the question Ron, but possibly not. This is designed to let in air to prevent the traps from being sucked dry as the drains work and to remove vacuum restrictions from holding waste due to the vacuum formed behind it as it moves down the pipes. Try pouring about a quart of water slowly into each sink, tub, shower and make sure that the toilets have plenty of water in the bowls; if this stops the smell, the traps are being sucked dry and you are smelling the sewer gasses flowing up from the fixture(s) going dry and venting might help. If not, it's time to search for the source of the smell to determine what is causing it. A plumber can often be worth the investment in their ability to discriminate the source quickly and efficiency.
