Answer:
Yes, Tuff II can be applied to foam board insulation. Use a wire brush to scratch the surface of the foam. Make sure it is dry, and clean of any dirt or other debris. Cover the foam board with a self adhering fiberglass mesh, then trowel or spray Tuff II to the foam.

Rated 4.7 out of 5 by 10 reviewers.
Rated 5.0 out of 5.0 by Did what I was hoping it would do My styrofoam foundation was never treated by the builder and had severe sun damage. Tuff II worked great and I was pleased with the results. August 9, 2016
Rated 5.0 out of 5.0 by Tuff II Works great The product went on easy and spread better than I thought it would. It gives you plenty of working time to apply as you need. The foundation grey is a light grey color and does not dry darker Just check to see if you can use the light color or if you have to match up with something currently in place. August 2, 2016
Rated 5.0 out of 5.0 by Easy Cover for EPS foam Tuff II Foundation Coating was easy to apply over EPS foam to give protection for above ground exposed areas on foundation walls. Looks like it will also be easy to repair if damaged. September 1, 2015
Rated 4.0 out of 5.0 by Expensive, But Effective The product went on well, hardened quickly and resulted in a very hard and durable coating. It took some experimenting and practice to achieve an acceptable finished however. We used the STYRO Heavy Duty Sticky Mesh over 2 inches of the Owens Corning 250 pink foam and applied two coats of this TUFF II over the Sticky Mesh. Although the application was a struggle a first, I was impressed at the extreme hardness of the finished coating. November 12, 2014
Rated 5.0 out of 5.0 by Easy application, great look. This troweled on easily and looks great. So happy to have the foundation insulated and looking great. October 21, 2014
Rated 5.0 out of 5.0 by Great Foundation Coating Acrylic coating applies very easily and adheres quite well. You get alot of coverage per pail. It also is basically waterproof and, unlike our previous masonary/cement based stucco, doesn't absorb water (or change color when it's wet). I would like to see the product offered for a lower price though. Be prepared for the weight though. It's heavy to carry around. July 8, 2014
Rated 5.0 out of 5.0 by Perfect for Basement walls and more. I used this on my ICF basement walls. First you install a fiberglass mesh that is sticky on one side. It's hard to unroll but is possible. The first coat is really easy. Fill up the mesh. The second coat I trowelled on with a sheetrock knife. I didn't get it on heavy enough because when it dried I could see the mesh in spots. So put the second coat on a little heavier. I did the second coat a couple days after the first. Directions say to do it in a few hours. But its still holds great and looks great. Make sure you stop and clean your tools once in a while. Once this stuff dries on its there for good. I also used it to make a sheetrock repair At a shower stall. Meaning I used it as spackle where it gets wet and then skim coated over it with sheetrock mud. Hopeing it helps with the mosture. (Yes I did fix the moisture problem first) All in all its great stuff. It goes farther than what the instructions say. But then again I might have not been putting it on thick enough. Buy it, you won't be dissapointed. June 3, 2014
Rated 4.0 out of 5.0 by Good product - works well. Product works well. Good adhesion and relatively tough. Not as tough as metal mesh and a THICK layer of latex patching compound, but still pretty tough. This is not super easy to trowel on vertical surfaces, so it takes a bit of skill and practice.
