I bought 90 bags over 2 days. I don't know the moisture content but they only weighed about 10 lbs per bag. They seamed pretty dry.

Unfortunately there is no conversion for this. .75 cubic foot is a volume rather than a weight. The weight will depend mostly on the moisture content of the product. I would think most bags should weigh between 30-45 pounds but weight can vary greatly even from bag to bag.

Definitely safe for garden vegetables. It actually contains peat moss which is a soil conditioner allows for the soil to better maintain moisture and nutrients

Yes, the Scotts Premium Topsoil is safe to use in a vegetable garden. However, a better choice of soil would be a garden soil such as the Miracle Gro Garden Soil for Flowers & Vegetables.

Answer: 
48" x 96" x 7" = 32,256 Cubic inches
1 Cubic foot = 1,728 Cubic inches (12" x 12" x 12" = 1728)
1,728 x .75 = 1,296 Cubic inches per bag. (.75 Cubic feet per bag)
If your space equals 32,256 cubic inches and you divide that by the 1,296 cubic inches in a bag... You come out with 24.89 bags
So to answer your question, LOL You need 25 bags.

14 bags. .75 cubic feet in the Scotts bag, but I wouldn't waste your money on the Scotts topsoil. You won't be able to get anything to grow.

KC, the bed that you described will have a capacity of 18.67 cubic feet. However, we don't recommend you put nothing but topsoil in a raised bed. I would only recommend filling the bed half full with this product, which would take 12 - 13 bags. This depends on how deep you plan on using the soil. You have 800 square feet, and this is sold in .75 cubic foot bags.
-To add 1" of soil over this area (1"/12" x 20ft x 40ft = 66.66 cubic feet)
-So you will need approximately 89 bags (66.66 / .75 )
-To add 2" of soil over this area (2"/12" x 20ft x 40ft = 133.333 cubic feet)
-So you will need approximately 178 bags (133.33 / .75 )

Rated 2.0 out of 5.0 by Poor Quality - worse than my usual cheaper bags My usual top soil was out of stock at HD, and as I needed some that day, I thought I would spend a little extra for 'Premium' quality from Scotts. What a disappointment. The soil was full of stuff other than soil. A lot of rubbish, including plastic, wood and stones. There was far more twigs than I've seen before. I know that may be the 'organic' mater, but there's just too much of it. Also, the soil was clumped together really hard, so it took 5 minutes per bag to get it nice and smooth. I wish I had not spent the extra 20c per bag! April 20, 2016

I found the following items in just one bag: Glass, plastic tubing, pieces of plastic bags, sticks, stones, electrical wire, lots and lots of wood (mulch). If these reviews aren't enough to scare you into buying something else, go to Scotts website for many more explaining this poor quality product. YOU'VE BEEN WARNED July 18, 2016
Rated 1.0 out of 5.0 by Killed plants The Scott's name has always been linked with quality, so I bought several bags of this "topsoil" to add to some containers and fill in holes in ground. Opening the bags released a rotting stench due to the composting of numerous sticks, wood pulp and other organic matter that made up all of the very wet "topsoil". After about 2 days, vegetable plants started to turn yellow and leaves curled up. A few plants dried up and died, but I was able to save the rest by digging out any of the "topsoil" and filling in with real dirt bought at a landscape yard. The same thing happened when we used Scott's mulch; it turned all plants yellow and unhealthy looking, but did not kill them. Did you know that if the wood in the mulch is fresh wood, you must leave the mulch out in the open to age before putting on your plants or it will - burn them. I suspect that is what is happening here. Oh and I also found numerous tiny white shells from snails. June 24, 2016

It's clean and I have not encountered any of the problems mentioned in earlier posts. It was mainly used to fill a low area in my yard which after filling I just threw Scotts EZ Seed on. But it was also full of trash. Plastic bag bits, a few small sharp hard bits, and one piece of sharp glass, like from a broken bottle. I bought this to put in my turtle house and had to spend a half an hour breaking up the clumps and picking trash out of it. Seriously I wasn't expecting a lot, but I was even more disappointed just now when I scrolled down to reveiw and saw in the description it says "free of sticks and rocks". No. This is like 30% sticks and rocks and two handfulls of trash bits. Definitely will not buy again. Though I suppose its a decent deal if you just need to fill a hole in your yard and don't plan on running through it barefoot. May 28, 2016

It is not soil. It is very smelly. Topsoil should smell like dirt not like mulch. I could smell it from quite a distance away. Awful product. Should not be labeled topsoil. I already contacted the company and I have to send the receipt via snail mail and wait 2-4 wks to get a refund. June 16, 2016
