Hi ron,
Siemens type QP circuit breakers are a direct replacement for ITE or Gould breakers and they will fit in ITE/Gould panels as well.

The Gould power distribution business was purchased by ITE and in the late '80s purchased by Siemens. The correct plug-on circuit breaker for either a Gould or ITE loadcenter is a Siemens Type QP.

what voltage should I see?

Q120 single pole Siemens breaker. Three such in a box. Two seem to be working properly, but I'm only measuring 47 Volts output. The third shows 120V. Are the first two compromised somehow, or don't I know diddly about what I'm doing?

The first two could be bad breakers, but it would be unlikely to find two bad ones. More likely you have dropped a leg feeding the panel or have a bad main breaker. Check the voltage across the two main lugs in the panel, you should see 240 volts. Then check each main lug to neutral and to ground, you should see 120 volts in each test. If you have a main circuit breaker, perform both tests on the load Read More

Yes, in a typical residential service you should be seeing 120 volts on each phase. I would recommend that you reach out to a professional electrician to come out and take a look at your panel and diagnose any problem you may be having.

You would be replacing an arc fault circuit breaker with a standard circuit breaker which could cause issues from a national electrical code standpoint. I would recommend that you reach out to an associate in the electrical department at your local Home Depot or consult a professional electrician.
