The RTU2 is a miscellaneous connector generally used in non-structural, DIY-type projects; it is not tested/load rated and the fasteners used to attach this product are for dry, interior and non-corrosive environments only.

It would be up to the Designer to specify the appropriate connector based on framing layout, demand loads, local building codes, etc. Based on the question, it appears you have a 2x horizontal member attaching to the face of a 4x4 post. If it is a 2x6, 2x8, 2x10 or 2x12, the LUCZ may be an option for this attachment (to be confirmed by the Designer): http://www.strongtie.com/products/connectors/luc-lu-u-hu-huc.asp.

No this not a right type of connector to be used to connect deck beat to the 4x4 post, these connectors are used mainly used for fencing.
You are looking for Simpson Strong-Tie ZMAX 4x4 Post Cap/Base.Note that before installation you should check applicable codes for this product in your area.
